If your touch screen (digitiser) is either unresponsive, doing it's own thing or only works in certain areas then you need a screen replacement. A screen replacement fixes 3 types of damage; broken glass, touch screen issues and LCD.
If your Apple Watch SE LCD screen looks like this or similar, don't panic, they look worse than they are but you do need a screen replacement. You may also see black 'ink blobs' or flashing lines which will get worse over time.
If it looks like your screen is 'bulging' or coming away from the housing, you probably have a swollen battery. This needs replacing immediately as if left, it will eventually pop off or crack your screen also.
